The League is pleased to offer the Colorado Charter School Benefits Trust (CCSBT) - the only health program designed exclusively for Colorado charter school employees.
Description
CCSBT provides the opportunity for charter schools across the state to pool together to control the escalating costs of health care through administrative fixed cost reduction, proactive disease management programs, and a wide variety of other pooling advantages.
The offerings include a fully insured, comprehensive health benefits program and an ancillary products program. Each offers Colorado charter schools options and value not available on the open market.
Highlights of the program include the following:
- CCSBT is a fully-insured program.
- Schools do NOT share risk.
- Participants can select and work with the broker of their choice.
- Schools with fewer than 51 employees are sheltered from small-group market volatility.
- Each participating school is rated individually.
- Ancillary products (life, long and short term disability, dental, vision) can be selected a-la-carte.

How do I receive a quote?

Can I keep my current broker?
Yes. This program allows participating schools to choose their own broker.
When does the program start?
Enrollments will be for a start date of July 1, 2008.
Will you have other enrollment periods?
Yes. We plan to offer multiple enrollment periods.
What provider network is the plan affiliated with?
The plan is affiliated with United Health Care, one of the largest and strongest networks in the state.
Do all members pay the same premium rates?
No. The Trust will have several different levels of premiums available to Charter Schools based on health status and claims experience. Not only will the Trust be able to initially reward the healthier schools, but Charter Schools that take advantage of the Trust Disease Management programs and work to improve their health status can be rewarded by graduating to a lower level of premiums.
How many plan designs can I choose from?
There will be a wide variety of plans to choose, from "rich" plans to high-deductible plans.
Does my school have to be a member of the Colorado League of Charter Schools in order to participate in CCSBT?
Yes. Participation in CCSBT is exclusive to CLCS members. If you are unsure of your membership status, please call Penny Krueger at (303) 989-5356 ext. 100 to confirm.
Is the plan fully insured?
Yes. For at least the first year the plan will be fully insured by United Health Care.
What have you done to avoid the “association plan death spiral”?
The “death spiral” occurs when an association plan charges the same amount of premium for every member, regardless of claims experience or health status. Eventually, the healthiest member recognizes that they are subsidizing the sickest and that they could get better rates outside the association plan. After they leave, the second healthiest member becomes the healthiest and the process starts over again until the plan collapses: A Death Spiral. Actually, we are expecting a “Life Spiral”. Since we have the ability to reward charter Schools with better rates based on their health status, they continue to be rewarded even after HB 07-1355 goes into effect at the end of this year. With our ability to increase premiums at differing rates based on health status, we can make sure that unhealthy groups aren’t being subsidized by the healthy ones.
Will this program insulate my school from the anticipated changes due to House Bill 07-1355?
Yes. Effective January 1, 2008, Colorado health insurance companies will no longer be able to consider claims experience and health status when determining the health insurance premiums for employers with less than 51 eligible employees. Currently, insurance companies are able to offer groups with better than average health insurance risk a “rating factor discount” of up to 25%. If you are a Charter School with less than 51 eligible employees, your rating factor should appear on your health insurance renewal as an “RAF” of .75 – 1.00. Soon, any discount your organization has been extended due to your claims experience or health status will be eliminated. CCSBT will continue to reward the Charter Schools that have reduced rating factors.
Can we buy into the ancillary products separately?
Yes. The health benefits program and the ancillary plans can be unbundled and purchased.
What is HUB International's role in CCSBT?
HUB is the consultant/general agent that is working with the League to manage CCSBT at the highest level. HUB is not the exclusive broker to this program, participating charter schools are still free to choose their own broker.
