2008 Annual Meeting and Delegate Assembly Information

What is the Delegate Assembly?

Each year, the Colorado League of Charter Schools (the “League”) holds its annual membership meeting, or “Delegate Assembly,” in conjunction with its Annual Conference.

This year’s Delegate Assembly will be held from 9:00 – 10:30 am on Thursday, November 6, 2008 at the Red Lion Hotel Denver Southeast, Aurora, CO.  Every member school is encouraged to exercise its membership rights by participating in the Delegate Assembly.  Decisions made by the Delegate Assembly will influence the League’s activities for the year to come and may include:

  • Election of member school representatives (“School Directors”) to the League’s Board of Directors;
  • Establishment of the legislative agenda for the next session of the Colorado General Assembly;
  • Amendments to the League’s By-laws; and
  • Any resolutions that a member or the Board properly brings before the membership.

What items will members vote on at the 2008 Delegate Assembly?
This year, members attending the Delegate Assembly will be asked to vote on the following items:

  1. Election of four (4) School Directors to the League’s Board of Directors, each to a two-year term beginning as of the date of their election at the Delegate Assembly; and
  2. The League’s 2009 Legislative Agenda.

Who is eligible to serve on the League’s Board of Directors?
The League’s Board current consists of ten (10) members: eight (8) elected by member schools, and two (2) appointed by the Board.  Elected Directors are nominated by a current school member in good standing. Appointed Directors may or may not be affiliated with a member school. 

The League believes that its Board should embody the diversity and skill sets found within the larger Colorado charter school community.  It is the responsibility of the Nominating Committee to identify qualified candidates for the Board based on the following:

  1. racial/ethnic diversity
  2. geographic diversity
  3. grades served
  4. academic program
  5. age of the school
  6. school affiliation (independent charters, Institute charters & CMOs/Network schools)
  7. enrollment

In addition, the League Board seeks competencies needed to meet its fiduciary responsibilities, i.e., experience in the following areas: school administration, legal, finance/accounting, entrepreneurship/management, fundraising, public policy/politics, and PR/marketing.

How is voting conducted at the Delegate Assembly?

Member School Designee
Each member school may send one (1) delegate to the Delegate Assembly. Each delegate may cast votes on behalf of the member school it represents.  The governing body of each member school is responsible for determining the method by which it will designate a delegate to vote on its behalf upon all matters to be decided at the Delegate Assembly.  A delegate must be present at the Delegate Assembly in order to cast a vote. 

Election of School Directors
The League employs a cumulative voting process for electing Directors. Thus each member school is entitled to cast a total number of votes equal to the number of vacant director seats.  This year there are three vacant seats on the Board. A school may cast all three votes for one candidate or divide its votes among up to  four  candidates.  The  four  ( 4 ) director candidates receiving the greatest number of total votes will be elected as directors. 

2008 Legislative Agenda
The League’s Board of Directors has made a practice of asking its members to review the proposed legislative agenda for the upcoming session of the Colorado General Assembly.  Delegates and their schools should carefully review the draft agenda, together with the accompanying rationales, and submit rankings at the Delegate Assembly.
